User gets Error Box: "Connect to insight.gov," with Username asking for smart card option and Password option. The Error Box pops-up every 20 minutes according to customer. Any suggestions on how to get rid of this.

Suggest you either repost to a more suitable forum or wait until a Moderator moves it since you've failed to even include which edition of Windows this issue is occuring on and what the User was doing when the box appeared.
